About FNAA

Fukushima Nuclear Accident Archive (FNAA), developed and operated by JAEA, aims to support the scientific research and development activities toward the recovery from the Fukushima Daiichi Nuclear Power Station Accident.
FNAA enables the user to search the information published both on the governmental websites and on the proceedings.

Background

About the Accident

  • On March 11, 2011, the Nuclear Accident occurred at Fukushima Daiichi Nuclear Power Station of the Tokyo Electric Power Company(TEPCO).
  • Caused by the Tohoku District-off the Pacific Ocean Earthquake and tsunamis
  • Large amounts of radioactive materials were released from the Fukushima Daiichi Nuclear Power Station
  • More than 110,000 people have evacuated
  • Level 7 event classification by the INES

JAEA activities

  • Since the Accident, Japan Atomic Energy Agency (JAEA) has been contributing to the steady promotion of the environmental restoration and decommissioning from the technical aspect.

Purpose and coverage

  • JAEA Library has developed the “Fukushima Nuclear Accident Archive” (FNAA), the database for both internet-based information and oral presentation information related to the accident at the Fukushima Daiichi Nuclear Power Station, and has operated this database since June 2014.
  • The purpose of the FNAA is to collect and preserve information regarding to the accident and to utilize this information for the R&D activities of the environmental restoration and decommissioning of the nuclear power plants.
  • FNAA covers the legal and governmental framework, nuclear installation status, accident management, emergency preparedness, scientific & technical support, and accident consequences.

Features of FNAA

Internet-based Information related to the accident

  • Since the occurrence of the accident, not only TEPCO, but also public agency such as governmental bodies and R&D institutions have provided information for the public via their own websites.
  • However, this information published on the websites has issues with ensuring access. (E.g.) Lost of link, change of URL
  • To resolve such issues, we’ve extracted internet-based information from archived websites*1.

*1Web Archiving Project (WARP) by National Diet Library of Japan (NDL) has been archiving websites such as Japanese official institutions websites since 2002.

Oral Presentation Information related to the accident

  • After the accident, many presentations relating to the accidents (such as waste management, decontamination and decommissioning) have been presented at meetings held by academic societies in Japan.
  • Despite its value, it is difficult to obtain this information.
  • Search results of oral presentation are linked to the copying service of JAEA Library, where you can order the document copy of the full-text in charge. Additionally, some of them are linked to the full-text document of the Proceedings. (See: Oral Presentation)

Apply IAEA Taxonomy for classification

  • Although there is a large amount of internet-based information related to the accident, it is unstructured and difficult to search.
  • In order to organize this information and provide easy search for topic of interest to users, FNAA applies the classification rule, Nuclear Accident Knowledge Taxonomy*2, developed for the categorization of the knowledge related to the nuclear accidents.

  • FNAA provides useful bibliographies and reports related to the Fukushima Daiichi nuclear power station accident.
  • ”Reports”, “Papers”, and “Oral Presentations” provide the information of the publication/presentation by the JAEA staff.
  • Lists of reports and books related to the major nuclear accidents including TMI are available from “Related Bibliographies”.

Classification of FNAA

  • All Information in FNAA is classified by the "Nuclear Accident Knowledge Taxonomy" .
  • The taxonomy is hierarchically structured, and has 6 major categories.

6 major categories are below;

1 LEGAL & GOVERNING FRAMEWORK This category contains knowledge related to the overall nuclear governing and regulatory system of a place (country, region) where the accident happened. It includes conventions, laws, regulations, governing structures, instructions applied for normal operation and emergency. The documents and explanations in this topic could help to analyze and understand root causes of an accident which are hidden in the system or boundary conditions, the accidental nuclear facility had to operate in.
2 NUCLEAR INSTALLATION STATUS (NIS) This category contains knowledge topics on the design of nuclear installations which suffered nuclear accidents, as well as knowledge topics which help to find information on the site conditions and the most relevant information on the operational routines and situation in the operating organization.
3 ACCIDENT MANAGEMENT The category collects information (knowledge) related to the set of actions during the evolution of a given accident:(1) To prevent the escalation of the event into a severe accident;(2) To mitigate the consequences of a severe accident; (3) To achieve a long term safe stable state.
4 EMERGENCY PREPAREDNESS & RESPONSE The category contains information on the response arrangements in case of an emergency, involving fuel damage in the core, spent fuel pools, etc. and indicates how one can be prepared for such an event or what was the level of preparedness of a nuclear installation where such an event happened. Unlike session 3, session 4 deals with the emergency situation, not with the mitigation of the accident itself.
5 SCIENTIFIC & TECHNICAL SUPPORT The category contains information on the scientific and technical support provided typically by R&D or technical support organizations to different stakeholders involved in the nuclear accident management, emergency response and in suppression and liquidation of accident consequences.
6 ACCIDENT CONSIQUENCES The category contains information on direct and indirect consequences of a nuclear accident (event). It includes both consequences and measures to mitigate them. It includes effects on human health, environment, as well as social and economic impacts.
